The brief
A developer needed a cost and a programme early enough to test the scheme's viability, well before a contractor was appointed. What existed was a planning-stage drawing set and an outline specification.
The challenge
Pricing at this stage means pricing what is not yet drawn. The risk is producing a number that looks authoritative and is quietly built on assumptions nobody recorded.
- Price the works that are drawn, at measured quantities
- Price the works that are not, as clearly flagged allowances
- Record every assumption in a schedule issued with the estimate
- Produce a programme that matches the estimate's preliminaries
What we did
We measured the frame, envelope, slab and drainage from the drawings, and covered the remainder with allowances stated as allowances. The construction programme was built alongside the estimate so the preliminaries reflected the actual duration rather than a guess.
The outcome
The developer had a cost, a programme and a cashflow forecast they could take to funding, plus an explicit list of what would need revisiting once the design developed.
